Board of Länsimetro Oy, summary of decisions 26 April 2017

The Board discussed the objectives, schedule and cost-estimate of phase two of the West Metro, the Matinkylä-Kivenlahti section. Consideration of this matter will continue at the next meeting.

The Board of Directors approved the proposal for the Annual General Meeting on the company’s remunerations.

The CEO gave a status report on the introduction of phase one, the Ruoholahti-Matinkylä section. It was noted that the timetable for traffic on the Ruoholahti-Matinkylä section will be announced alongside HSL in early May.

The next meeting will be held on 5 May.

The Espoonlahdentori entrance to the metro is being built in the neighbourhood of Merikarhunkuja

Work on the Matinkylä-Kivenlahti section of the West Metro is under way in your residential area. Excavation for the Espoonlahdentori entrance will begin immediately, in the vicinity of Merikarhunkuja 8, in May 2017. The preliminary buttressing work required for the excavation is currently under way and excavation of the entrance will be completed in October 2017. Above ground, work is also being conducted on the construction site for the same entrance, in conjunction with the Lippulaiva shopping centre. Information on this is available at www.lippulaiva.fi.

Shaft work will cause occasional traffic on the construction site during the early phases, exiting the site in the direction of Ulappakatu and moving from there towards Kivenlahdenväylä.

In addition, Länsimetro will perform excavation work for the Espoonlahti metro station under the Lippulaiva shopping centre, and build a tunnel network in the direction of Kivenlahti. The excavation of the tunnel and station will have no direct impact on the property at Merikarhunkuja 8. A total of 72.9 percent of the tunnels have been excavated so far. The tunnels and their buttresses in the Espoonlahti section will be completed by the end of 2017.

Länsimetro is using vibration monitoring software to monitor the noise and vibration caused by its work, with two measurement points installed in the property at Merikarhunkuja 8. No overshoots of the reference values have been observed due to the excavation work for the West Metro.

The dust raised on the construction site will increase as spring arrives, and will be controlled by watering it. We cooperate with the Espoo Environment Centre and comply with e.g. the guidance on dust control given in the environmental permit issued by the Centre.

Restoration work at Tekniikantie 13 – 15

Following the removal of the Länsimetro construction site from Otaniemi, YPR-Yleinen Pohjarakennus Oy is performing restoration work at Tekniikantie 13-15. The work is due for completion in May. Most of the work will be performed outside traffic routes.

The route of the new pedestrian and cycle path will differ slightly from the old one. Rock will have to be removed by prising it out, and the related drilling will create noise.

This work is scheduled for the hours of 8:00 to 16:00, between 24 April and 10 May.

Safety and the pedestrian walkway:

  • The excavations will be protected by barriers.
  • The pedestrian walkway on Tekniikantie will remain, but the route may vary slightly.

Board of Länsimetro Oy, summary of decisions 13 April 2017

 

The situational picture of the commissioning of the first phase of the West Metro between Ruoholahti and Matinkylä was presented to the Board of Länsimetro Oy at the meeting held on 13 April. In addition to testing, the project has been suspended for the finalisation of fire engineering issues, which require special fire inspections by the Department for Rescue Services, and acceptance inspections by the building authorities of Helsinki and Espoo. After these, the metro line and stations will be handed over to HKL.

The membership of the HKL-Länsimetro partnership working groups was presented to the Board.    Ville Saksi of Länsimetro Oy, (Chairman), Arja Hyppänen of Espoo, Ville Lehmuskoski of HKL and Yrjö Judström of HKL (secretary to the Steering Group) will serve on the Steering Group. The group will coordinate cooperation between HKL and Länsimetro when metro traffic begins running.

An operating model for the company’s financial monitoring was presented to the Board. Under the leadership of the new CFO, Matias Johansson, financial monitoring will focus on timeliness and the reliability of reporting.

The Managing Director will report to the Board on the development of project management and progress with recruitment.

The Board decided that the report it had commissioned would not be published at this stage, but would be made available for a special audit commissioned by the owners.

The next Board meeting will be held on 26 April 2017.

Department for Rescue Services to engage in exercises in Tapiola on 10 and 12 April – smoke in the neighbourhood of the station

The Länsi-Uusimaa Rescue Department will conduct exercises in firefighting and personal rescue on Monday 10 April at the Tapiola station.  The exercises will start at 9 am and last until around 4 pm. They will also continue on the morning of Wednesday 12 April.

The rescue exercises form part of the introduction into service of the West Metro. The purpose of the exercises is to practice rescue missions using the West Metro’s security systems. This is also a cooperation exercise between various actors such as the Rescue Department, the Metro Control Room and other personnel of Helsinki City Transport (HKL), emergency care and the police.

Testing of the smoke extraction system will require the use of smoke. Some smoke will unavoidably reach ground level in the neighbourhood of the exercises. There is no need to call the emergency centre about the smoke, particularly if rescue service vehicles are already close to the scene.

On the morning of 10 April, smoke may appear close to Tapiontori, because the eastern smoke extraction shaft in Tapiola will be tested at that time. In the afternoon of the same day, smoke may appear around the western smoke extraction shaft on Merituulentie Road and in the direction of the Urheilupuisto metro station. On Wednesday 12 April, smoke may be visible close to the shaft on Kelohongantie Road.

Several rescue units will be present during the exercise, which may impede movement around the metro station entrances and the shafts. Members of the general public are asked to avoid unnecessary movement in the area during the exercises.

Matias Johansson appointed as CFO

Matias Johansson has begun work as Chief Financial Officer of Länsimetro Oy. Matias is responsible for Länsimetro’s funding, financial planning and reporting, as well as contacts with donors. An important part of this task will be the development of cost control during the second phase of the Länsimetro project, linking Matinkylä to Kivenlahti.

“The role of the CFO will involve a significant improvement in Länsitmetro’s financial monitoring and financial reporting to the owners. Another aim is to increase the openness and transparency of cost control”, says Ville Saksi, Managing Director of Länsimetro.

Since the beginning of the year, seven experts have been added to the organisation in charge of the construction of the West Metro line. The project organisation for the second phase will move to joint facilities close to the Iso Omena shopping centre in Olari, Espoo, in May.

“The principle lesson learned from the first phase is that more cooperation is needed between the various parties to the project and communication must be improved. The move to shared premises is perhaps the most concrete development in terms of improving communication. Recruitment is being used to ensure that the project organisation has sufficient resources to complete this huge undertaking, which is a highly demanding automation and building technology project in difficult logistical conditions underground, as well as being a gigantic infrastructure project”, adds Mr Saksi.

Rescue exercise in Espoonlahti on 27 March

The Länsi-Uusimaa Rescue Department will organise a rescue exercise at the Espoonlahti metro worksite starting at 1 pm on Monday, 27 March 2017.

A collapsed tunnel, in which two persons and a trapped dummy will be rescued, has been selected as the exercise scenario.  The exercise will last an estimated two hours and work will partly continue as normal during the exercise.

Traffic will be directed locally as necessary. The public are requested, as far as possible, to avoid the area where the exercise is taking place.

The Länsi-Uusimaa Rescue Department will organise a rescue exercise at the Sammalvuori metro depot worksite, starting at 1 pm on Thursday, 30 March 2017.

A worksite fire has been selected as the exercise scenario. Work will partly continue as normal during the exercise.

Traffic will be directed locally as necessary. The public are requested, as far as possible, to avoid the area where the exercise is taking place.

Board of Länsimetro Oy, summary of decisions 16 March 2017

The situational picture of the commissioning of the first phase of the West Metro was presented to the Board of Länsimetro Oy at the meeting held on 16 March. The project is progressing in accordance with the schedule estimate.

An updated forecast of the final cost of the project was presented to the Board. The situation in March is that the final cost estimate updated at the end of 2016 will be sufficient to complete the project. The final cost forecast has taken into account various needs, including the need of spare parts, facility services, which must be in place before traffic is initiated. In addition,  unexpected expenditure items have been provided for.

The Board approved the costs relating to HKL’s test runs. The test runs ensure the system’s functionality and conformity.

The Board placed on record that the second phase´s market dialogue for the acquisition of  construction projects will begin with contractors next week.

The Board signed Länsimetro Oy’s statement of accounts. It was also communicated that the loan withdrawals previously approved by the Board were implemented on 13 March.

The Board were shown how the Länsimetro organisation was confirmed in accordance with the plan submitted previously. As from January, a risk management project engineer, two real estate development managers and a public relations officer began work within the project. Another two real estate development managers, an architect and a quality manager will be recruited.

The Board were informed about the revamp of the website, measures to increase the efficiency of internal communications and other spring communication themes.

The Board also discussed the report that it had commissioned on the costs and schedule delays. Assessment and preparation of the report’s publication is still continuing The report will publish on the basis of a lawyer’s assessment everything that can be published without causing damage to the company or to the company’s owners. The report will be presented to the company’s owners prior to publication.

The next Board meeting will be held on 13 April 2017.

Confirmed: the metro’s structure-borne noise levels will remain below recommended values

When the traffic on the West Metro line begins, the metro will be a fairly silent affair, as revealed by the measurements of Akukon Oy, the company responsible for the noise abatement designs of the metro. Akukon has measured in the buildings near the metro line the so-called structure-borne noise, i.e. the noise of the metro train transmitted through the bedrock. Without noise abatement, the sound of the metro train passing underground could be heard as a booming sound in nearby buildings.

Control measurements performed late last year and early this year show that the noise insulation designed by Akukon are functioning everywhere the way they should – up to the point where the metro noise actually remains significantly below recommended values. In practice, the noise made by the metro cannot be heard in the buildings above the metro line, and even in silent spaces, they cannot be distinguished from other background noise.

The check-ups involved four different locations, representing all materials used in the insulation of the structure-borne noise of the metro. The measurement locations were purposefully selected among those with the potentially highest noise levels: houses directly above the rail on the crest of the rock or from rocky areas. Measurements were always performed at the lowest floor of each building.

“We have succeeded with the design, material choices and building of the West Metro in that the noise of the metro will not disturb people living or working in the area,” says Timo Peltonen, Technical Director at Akukon Oy.

Noise abatement was designed combining empirical professional knowledge gathered over decades and computer-assisted 3D modelling. This made it possible to predict which houses and areas could be the most exposed to structure-borne noise and to choose suitable materials for noise abatement.

Steel rails are now resting on a bed of macadam and noise insulation. A mat under the macadam helps to absorb the vibration travelling from the tracks to the bedrock. The noise insulation has been installed throughout the West Metro line excluding sections that pass under the sea or the Länsiväylä motorway, as it is not needed there.
